Because people like to be annoyed. And then they like to express it on the Internet. It takes longer to post it on the Internet than to dismiss the notification.

I believe that “get started” fails to dismiss it on phones with that bug

There is a volume control for that sound specifically.

There is now a separate volume control for navigation audio.. It's under Settings|Audio|
