Why aren’t their portable battery packs that you can put in your trunk as backup? Sorta like the portable chargers you carry for your phone. Just thinking out loud here.
 
Because batteries are incredibly expensive and very heavy?
 
Energy density is the biggest hill to climb there. There are industrial applications out there for things like roadside assistance, but they will charge at L1/L2 speeds to just give you a handful of miles to get to your next destination.

Does AAA Have chargers with them like they deliver gas if you run out?

No; they tried it for a while but stopped. There were a few companies working on this:

reminds me of the guy with the gasoline powered generator in his trunk to help recharge his EV
