My argument is really that the Knowledge Center should be prominent and not hidden. Even a mouse over is still "hiding it away"
It is not hidden. It is not well understood what the icon stands for. Is it FAQ? Is it to open an online chat session? We don't know what it is unless we look at the navigation bar on the lower left corner of the browser.

Yup, a question mark on other websites implies a FAQ, terms and conditions, or a chat section to me.
