What are the dimensions of a compatible after-market 19” wheel?

I had the same problem but chose the 19." Not just because of the Pirelli tires on the 21's but the fact that wheels are cast, not forged so are much more susceptible to road damage with the low aspect ratio tires.

That's why the "forged" was in quotes. But there are and will be many, many choices for wheels available. That said, I wish I could have Lucid's 20's in an amount of time which suits my patience.Not sure I’d feel comfortable throwing the 5000lb lucid into a corner at speed on those wheels

If it gets below 40 like @hydbob said the tires get brittle hard and traction is an issue. It would be difficult if you had to do those steep hills, but if you are flat you could be ok being cautious and defensive driving. I had summer tires on a Fisker Karma in Atlanta and it was ok on flat roads, but you could tell the tires just could not perform well...I switched to AS.
