There are situations when both those are necessary, and they have happened to me.
When I arrive at a station, I look for the 150 kW chargers. Multiple times they have been occupied, with only one 350 charger available. So I used it. That is OK, right? As I was charging, it is likely one of the cars using a 150 will move, making it look like maybe I picked the wrong charger to charge my Mach-e. But I didn't. So before you shoot me with a photon torpedo, consider that I might have not had a choice. Also, keep in mind the number of broken chargers that are out there, and I have had to switch from a failing 150 kW charger to a 350. More than once. Public charging sucks.
As for the 100% thing, I have done that also. Only once, but I really needed a full charge because my destination was in the middle of nowhere Virginia, with no chargers within a 50 mile radius. I needed to be sure I could arrive there, drive around, and then make it to another charger when I was ready to leave. When I did that the station was empty, but would you have been angry with me because I needed to fully charge?
As much as I agree with the dunce cap idea, I don't think it is worth the stress worrying about it when it happens. You don't know why that person is there. It might even be a dreaded Bolt. (I think all Bolt drivers should get a dunce cap when they pick up their car from the dealership.) But if you get upset, you could be getting upset for no reason. Or for a bad reason.
