Can anyone tell me why the canopy over the back seat looks like it's been doused with orange Gatorade??

It is an UV rejection coating on the glass roof.

Maybe theres a law preventing any glass structure attached to the windshield being applied with the heat rejection thingy?Thank you. But why is it only over the back seat?

In NY, where the OP resides, here is the standard:
- Windshield: Must allow more than 70% of light in (non-reflective tint with any darkness can be used on top 6 inches).
