Where to buy a used car without getting ripped off

Is this even possible in Florida? Every used car lot has scary reviews. Used car dealers website list seem to be flooded with used car salesmen posing as private sellers. Rock Cars, carmax, and other sites like that list cars well above their kellybluebook value. What would you do if you needed a used car in this city? All I care about is cost and reliability.
