I have been waiting for both Gravity and the Pebble Flow RV to become available. I have no RV towing experience. Pebble is attractive with its beginner and EV friendly setup (it has its own battery, motorized wheels, "magic hitch", and power sharing).

I just noticed in their FAQ they claim they expect the RV to need 6,200 lbs towing capacity.
Reading up on Gravity, Lucid suggests it will have 6,000 lbs towing capacity.

Should they both get finalized with these figures, I wonder if there is any workaround.

What are the risks (in terms of safety and tickets) of someone towing less than 2% over rated capacity like this?

Also: Lucid, if you are listening, please find a way for the extra 200lbs rating, if possible! I really don't want to choose between these two. Thanks!

I don't have any experience towing, but have been trying to learn more for some time. Based on my understanding, you will be good so long as you keep the weight below 6k. They mention 6.2k as fully loaded weight, so you may have to do something to manage things that you will load in the RV.

However, the main challenge here is the tongue weight v/s Gravity's max payload. Many vehicles reach this limit before reaching the towing limit. But, Pebble being an electric RV, I suppose the battery under the floor will help keep the weight evenly distributed. But ,I think it may still be front heavy for stability. With more passengers inside the vehicle and some bags, let's say it will be about 800lbs, that leaves about 700lbs for the tongue (assuming the 1500 payload from Gravity). You need to wait and see how much this number will be on the Pebble side once it's available to customers.

I'm conservative about these things, but you may want to look at the 80 Rule (i.e., don't exceed 80% of your rated towing capacity) for anything other than short trips on level ground.
