It's their ADAS training vehicle. There have been many sightings of it over the years.
Yep, this. You'll see these on top of vehicles from numerous companies working on ADAS. They mount a big 360º LIDAR system on top of the car as a ground truth and record data from both that and their own sensors to take back to the development team for benchmarking/testing.
