I'm an engineer, and yes that sounds exactly like what they're doing. And it's a very sensible approach: fixing a bad weld is a surprisingly complex task when it's for a life safety critical application.That sounds like they are installing a bracket over the two welded parts to re-enforce it
Any mechanical engineers on here want to weigh in??
