It looks like the current program was created by the state assembly bill cited in the article. Past ones were created by state senate bills.

"The federal statute that allows states to give low-emission cars special access to HOV lanes is set to expire on September 30. The AN report says that California lawmakers want to extend the provision, but legislators in Washington D.C. have not made any moves in that direction."

Finally got my CA HOV Access sticker… in past years it’s typically been an obnoxious color like lime green or neon orange you’re expected to put on your pretty new car.

But how lucky that the new ‘24 one is a nice looking burgundy color. A near perfect match for Zenith Red!

That's one reason I never put them on! Silly as it is, I cared more about how the car looked than driving in the HOV lane.
