Used "Formal Rental"

I see a bunch of Lucid Pure in Lucid website that are classified as formal Rental? Does this mean they are lease returns or they are really a rental cars? Is it a good advice to buy one of these from Lucid directly? Do they negotiate from the price showing up on their website?

If you click on one of those vehicles there's a link to the CarFax ("Review the Vehicle History Report to check ownership history") with title history. Those all seem to have been titled to [some state] Motor Vehicle Department. My guess is some type of fleet vehicle if not actual rentals. Not lease returns. I couldn't say what that means in terms of the amount of wear on the car.
I have never heard of Lucid negotiating on a vehicle price.
