USB power drop?

A few months back, I used a little usb c meter to see how much power the ports are providing. It used to be 27w for my mac. Now it tops out at 15w. Anyone else observe this?

Was your mac at equal states of charge both times? Did you use the same cable?
Is Apple now throttling charging speed for third party USB cables as they said they were planning to?
