this explains it. according to the article, many provisions of the bill starts at the end of the year regarding the $7.5k credit. however, one provision that starts immediately for the 7.5k credit is that it must be assembled in NA.

I don’t really understand this table. I assume it it reflects only which cars are eligible from the signing of the bill until 12/31/2022. But then why do they list Tesla and GM- they are not eligible as the 200,000 cap remains in place until end of year.
