I just got back from Indonesia. There are no rules.

Same in Thailand.

One time I was on a highway from Bangkok to the coast driving fairly briskly, and we kept getting passed by beaten-up pickup trucks with people standing packed shoulder to shoulder in the truck beds -- with no security railings around the beds. I later found out that people who own pickups earn extra cash by renting space in them to people wanting to get into the city for the weekend.
