Headlight apparition

On my first night drive there is a “dead spot” or apparition in the beam. Like there is something on the glass that’s creating a dark spot. I checked the lights and cleaned the lenses but soothing seems off. Any thoughts?

Two dark spots are designed in to get around current DOT regulation.

It is intentional. You'll notice that they're actually on both the left and right beams of the headlights.
