Can/Will the Feds follow through with comprehensive EV Charging requirements, reliability, power levels, and maintenance?

The article sounds encouraging. Better infrastructure cannot come soon enough.
 
The European Union is requiring that the major European highways be covered by EV chargers at least every 60 km (37 miles) by the end of 2025. The chargers must accept ad hoc payment by credit card or contactless device with subscriptions.

It doesn't look like this specifies where the funding for this will come from, although the language seems compatible with private operators. If the private operators don't want to open a charging location in a mandated location, will the respective EU member state step in and either subsidize or build a government-run one?

I don't know. Since the EU legislative body has the power to impose certain requirements on member states, I'm guessing each country will have to pony up government funds if they can't or don't want to develop a private-market approach to meet the requirements.
