Why is the car set up to only charge for 416 miles rather than the advertised 520 miles?

That sounds like your charge limit is set to 80% which is the high end of the recommended range (50-80%) for daily use. Frequently charging to 100% will cause the battery pack to degrade faster.

I have a Dream Edition Performance with 19" wheels but have never seen 471 miles on a full charge.

I get 446 on the 21s on the rare occasion when I charge to 100%, so it's not that far off.
 
Wonder why the large delta between Dream 19 vs. 21 and Grand Touring 19 vs 21. 20 miles diff for the DEP and 47 miles diff for the GT. That seems wonky and the GT number sounds more real.

446 on a full charge for the DEP is legit.
