I think it's a little of both. The continuum of robotaxis runs from the Jaguar/Waymo partnership where Jaguar did little more than provide the vehicle and Waymo did the rest, to the Cybercab model where the vehicle is designed by Tesla from the ground up. The Lucid/Nuro partnership appears to be a hybrid with each company contributing technology and engineering to the final product.

The challenge facing Lucid is that the money being invested into the company appears to be earmarked towards specific future initiatives. And that makes sense as Uber doesn't really have a vested interest in solving existing customer support and service issues with the Air and Gravity. And the PIF is clearly prioritizing domestic manufacturing with their investment dollars. That suggests that the existing business has to pay for itself which is difficult to do given the losses the company is sustaining. The extent to which Napoli and the leadership team can solve the customer service issues is likely dependent on how much cost and cash they can take out of the day to day operations. That's not an easy feat to accomplish.
