Policies drive strategy, adoption and equally, inaction. Unless you think the current state of affairs with petro subsidisation is a level playing field and enjoy lines at chargers and regularly getting 'ided', having a higher score is definitely where you want to be.

Not necessarily. For example, “charging infrastructure” is a category that has little to do with government oversight, though government incentives can help bring the state into the future.

A 0 may not be something to be quite as proud of as a small single digit. Just a thought.
