Overall this was a good article that highlights the situation. Cold batteries do not charge and either require preconditioning or a long time at the charger for the battery to warm up using the charger current before the car will start to charge or charge at a very slow rate. Have experienced this in the past before preconditioning was available on a super cold night. Had to sit at the charger for 30 minutes before the car would charge above 3-5 KW. As it warmed up, the charge rate increased slowly to what was expected.
