Regen vs State of charge

As an EV newbie, does that mean you have to apply the brakes until the charge drops to 99%?

In my I pace I notice full regen when I drop below 90%. Before that it’s partial

Elon says Tesla regen kicks in at 95%

I know Lucid I’d aggressive with their regen. It’s nice that it seems to kick in at only 99%
