Proposed $250 annual Federal fee for EVs clears House committee

Haven't seen this posted before. I read in today's WSJ that the House Transportation and Infrastructure Committee has approved a new annual $250 fee on EVs ($100 for hybrids) to help fund the highway trust fund. Full article ("Republicans Embrace Fees on EVs and Immigrants to Help Pay for Trump's Tax Cuts") is behind a paywall but here's the relevant paragraph:

Republicans on the House’s Transportation and Infrastructure Committee approved two new annual fees for car owners—$250 for an electric vehicle and $100 for a hybrid vehicle—as a way to stream money into the country’s depleting highway trust fund. The measures are expected to raise $38 billion over 10 years, all of which will go to the fund. They initially floated a $20 annual fee on traditional gasoline cars, but blowback scotched that idea.
 
The highway trust fund is funded by tax on gasoline. We, EV users, don't use gasoline. But we do drive on the roads and help them wear down. I think it is reasonable for us EV drivers to pay an equivalent fee. Whether that is $250 I don't know.

But I hope the bill is based on what I just said and not anti EV animus. I fear the latter.
