Preparing to download map

For days I've been trying to download a map prior to traveling there, and it's been stuck at 0% stating 'preparing to download'.
I've tried everything.
Hard Reset
Air-Logo Soft reset
I've deleted the download and started again
Toggled off and on share data
Toggled off and on offline mode
I have a strong wifi connection
I've toggled wifi only to wifi+cellular
I had a tech guy while here for something else take a look with no resolve.
