More or less you get 100% when the car measures. Then it rebalances to 99%, or you turn on the car with it immediately dropping to 99%.
That just means it is somewhere between 99% and 100%. It may be at 99.9999% and still show 99% only.

Don’t worry about 99% versus 100%. Batteries don’t really have a 100% charge state. The BMS sets a 100% threshold and it asymptotically charges to 100%. Reaching 100% would take infinite time.
Lucid could update the BMS to display 100%, but it wouldn’t change the underlying physics in the battery.
Note that letting the (NMP) battery sit at 100% causes faster battery degradation. It’s OK to occasionally charge to 100% and then immediately drive, but for normal use, stay within the daily charge range.

As others have said, it’s the same with other EVs. You might get it to 100% but it drops off to 99% in less than a mile or won’t say 100%. Your car and battery are still good.
