    The "why" is presumably just cost control. Limiting the number of option combinations eases manufacturing, and I assume some marketing person decided that tying together the various features in the technology package made sense for how they wanted to market and price the vehicle.

    The motor doubtless has an RPM the offers peak efficiency, but air resistance adds up so quickly at high speed, I'd guess that the most efficient speed is relatively slow. Just speculating, but I'd guess you'll find the most efficient speed is well below highway speeds.
