Road hazard damage.

I was driving to work today when I heard a flapping sound on the rear drivers side. I was worried I’d gotten a flat. Instead I see damage over the arch of the wheel well. I then got pissed at the a-hole that did the damage. I looked at the tire and saw the culprit. Pictured below is the damage and the culprit. The frayed end had gotten embedded in the tire and the metal end was flapping around and beating the side of the car. I did not want to pull it out and cause a flat so I just cut the near end as close as possible. I’ll need to use touch up paint to correct the 10+ chips.

Did you run over and your tire picked that up from the road or is that something from the car?
 
Update: I had cut off the wire, hoping that the end impaled into the tire would not cause a flat. Unfortunately, I had a flat last night. Thankfully, I had my spare so I slapped it on and I'm going to the service center to get a new tire (#3 ugh!!).
