Sales Tax question on Lucid Air Touring

I have a question regarding sales tax collected on lucid car. I am buying the car in Colorado but PA includes sales tax of AZ (which is higher that CO state). Is that how it works? Thank you for the input.

If title and possession are passing in Colorado, and if Lucid is authorized to do business in Colorado, then Colorado tax should be collected, not Arizona. But if any of these three elements are not present in Colorado, it gets more complicated. If Arizona tax is collected, and is greater than Colorado, and that was the correct answer, then you will get a credit in Colorado equal to the Colorado tax. Both states have local sales tax which is often administered by the local jurisdiction so it can get even more complicated.
