Is Sanctuary Mode available without the Tech Package upgrade?

Does it also use Surround Sound Pro and Dolby Atmos? I have tech package with base sound but it's all Sanctuary stuff is there.

I have pro sound and the dolby atmos in sanctuary is awesome!
