It's not about deaths but creating chaos.

It already happened in many places. Like the recent Bay Area Bridge pile up when a Model-S was slowing down traffic on FSD. As it turned out, there was a new traffic light of different shape installed in a distance at end of tunnel confused FSD to slow down the car and caused piled up crash behind him.
