I get this message pretty consistently when it rains. However, I am noticing that it does not come up when its dark and raining, only comes up if I am driving in the rain during the day.

I had a similar experience today. Took my car in for a required safety inspection to a local tire shop. All the bays emptied out with everyone gathered around the car!

I was in a similar situation regarding the transfer of ownership. I was told 5 days also. Sent them the info on Friday afternoon and it was completed on Monday afternoon. Hope they turn that around for you quickly. If you are behind on updates, make sure to call them to get that process started...

No experience with their work, but did get a quote from them on an earlier car. It was a bit on the high side so took it to another place in Ashburn. They are on my list to talk to again though.
