Is hands free limited to limited access highways

I’ve had the option offered to me on a two lane blacktop with fresh lines, road was also new
And it was a US highway in Wisconsin
 
I just drove from Detroit to Hilton Head Island and back. Just a nick under 900 miles each way. Much of the drive each way was using DDP Hands-free. Only reason I was able to make both drives with no overnight stop. DDP offered hands-free on most of the highways. Even in construction zones.

Construction zones were particularly interesting. It would start by telling me that hands-free would not be available. Then within about 3 - 5 seconds it would come back. It's as if it was saying "let me check this out first" and then when things checked out it said "ok...we're good here".
 
not available to me on the major four lane i use most often. Disappointed
