Like title says...this is on android.
No problem on PC
 
I remember having the same issue in Chrome/Android. You have to scroll on the side of the box with the rules
 
Does not work for me (when on phone) no matter where I swipe from using Android. Maybe I'm doing something else wrong.
 
It's an odd setup... Get to the Marketplace Rules. Place your finger below the rules at the top of the dark area between Forums and What's New, and then scroll your finger up.
 
I guess I'm glad I'm not the only one lol

I cant see the bottom of the rules because the forums tool bar is covering it up
